NDC 3.0 commits Malawi to cut emissions by up to 48% by 2035 with international support, and costs USD 7.06 billion to carry out.

Malawi has presented its third Nationally Determined Contribution (NDC 3.0) under the Paris Agreement. The Environmental Affairs Department led the process, with all 28 district councils, government ministries, civil society, academia, the private sector and development partners.

With its own resources, Malawi aims to cut greenhouse gas emissions by 8% in 2030 and 12% in 2035, compared with business as usual. With international support, the cuts could reach 30% in 2030 and 48% in 2035, and 54% by 2040. The NDC also sets adaptation actions in 12 sectors, from agriculture and water to health, urban resilience and biodiversity.

Carrying out the NDC will cost an estimated USD 7.06 billion between 2025 and 2035: USD 2.78 billion from domestic resources and USD 4.28 billion from international climate finance.

“It is estimated that USD 7.06 billion will be required by 2035 to fully implement the actions outlined in this NDC,” writes the Minister of Natural Resources, Hon. Patricia Wiskes, MP, in the foreword. “Together, we must transform ambition into meaningful action.”

The NDC was prepared with support from the NDC Partnership, the World Bank, UNDP, IRENA, Climate Analytics and the UNFCCC Regional Collaboration Centre for Eastern and Southern Africa.
